Didn't mean that to sound snarky, hope it didn't come across that way.
The Stinger is a classic vintage kart, in an ideal world it would be restored and not cobbled into a Frankenkart...but the owner can do as he sees fit.
K&P ( Bug ) went out of business earlier this year but there are sources for pretty much anything needed through the vintage kart
fraternity.
This is a classic kart.

If you look at the Stinger in the link I posted, you can see how the steering us supposed to go.
It's a bit goobed up the way it is now, he's got the spindles pointed the wrong way which is why the tie rods are cattywhompus.
