You bet. I bought one for my grandson last year. I think the one I got was 4000rpm at 48v. I think with 4 small deep cycle 12v batteries it will out race most gas engine.

I'm fairly certain the unit in the picture has seperate field and armature connections. You need this to control the thing - or use permanent magnet motor.

I just have to construct the mounting plate for the motor. and build a chopper for the DC motor.
