Welcome to the forum. Could we maybe have a pic or two to see what you are working with. The issue could be that the engines idle is set a bit too high. Have you tried to reduce the idle at all? Does it move when the kart is on the ground, or just when it is elevated?

Could you post a pic of the engine so that we can indicate where you should hook the throttle up?

Sorry JAV I dont think Everybody is ignoring you. This has 57 Views. But it is just not so common, I guess nobody know yet.
But hey if it was that old blue engine, You would have had 57 correct answers! LOL

Be patient, keep looking online and maybe search this forum. You will get it.

Hey JAV, I had a similar problem. I would try what Landuse said, there is usually a idle set screw on the side of your carburetor. Mine has 2 but one is for a high rpm jet but some tinkering with the set screw did the trick for me.

The rotating knob coming right off the carb is the choke, and that's fine as is. The lever on the blower housing goes to the governor, which in turn goes to the butterfly. The lever assembly doesn't move freely since it's meant to set a constant speed. That will have to be addressed along with some kind of barrel adjuster and pinch bolt added for the cable. Wish I could help more, but the only Tecs I've had were on tillers so I haven't had to modify one for a cable.

Landuse pointed out lowering your idle, and that sounds like a good place to start. In the pics you posted the motor is throttled up, so make sure you don't have it engaging the clutch because of that. The idle adjustment is on the top of the carb, it will be the screw with the spring on it.
