tecumseh - linkage on the flywheel housing?

I just picked up a go kart with a tecumseh engine (H70-130196E) on it. It has a few parts missing/not hooked up. There is a linkage on the flywheel housing that I have no idea what it does. I attached a pic of it,2010-07-26 21.26.46.jpg.

I am not sure where it is supposed to hook up to and what function it serves.

The second picture is of the governor and throttle. I know that I am missing the link between the two but how does it work? There is 3 holes on the governor, if I put the link into a different hole does it restrict it more?

This is my first go kart so I am really a newbie so please feel free to let me know if you need more info to answer the question.

No ideas on what this could be? Should I have posted this in a different section of the forum?

Thanks for the profound answer fowler! :)

Maybe it is a home made throttle setup. It looks like it belongs there but may not. I am still working on getting the engine running. Maybe it isn't required at all. It would explain why it doesn't show up on the parts diagrams I have seen so far.

Thanks anderkat! That is exactly what I was looking for! I just needed a picture to see what I was missing and how to hook it up.

After seeing it, it looks like they tried to bypass this control.
