I have also seen tecumseh engines do this when the little low speed fuel hole is about clogged in the bowl nut, or sometimes when it just needs a low speed fuel adjustment. Like if its lean at idle and it slows down, then the governor gives a little smack to keep it from stalling. I have the governor spring set pretty high on mine to get a little more rpm out of it, and it will do that at idle if its lean.
