tecumseh 490 tuning

I have a 17 hp tecumseh ohv490 and I was wondering if anyone could explain things like valve tuning, mine is vertical, but theory is enough to get me in the right direction. when I rev it out I can hear them tick or float a bit, but i am not a small engine guru, so I am not even sure what to do to correct it, if I dont wail on it it doesn't do it, but since I want to wail on it its time to figure it out I suppose.

I think I am mostly wanting to knowif I need to order new springs, if I do where can I look? thanks again.
