Agreed... or buy some cheap ones(obviously an angle grinder and welder/OA are minimal..)
But you could get a nice fixer-upper for perhaps $100-200... or a new one for a few hundred more..... and then when that gets old, and when you get older, then fix it up...
Like me, I am 15, but the only reason that I am willing to undertake the task, is because I have worked around tools and machines all my life, constantly building stuff... But, it honestly sounds like you haven't, and are just doing it for a rainy day project....
My advice, wait until atleast High School, when you can find out the formulas that you will need, and be able to comprehend the basics...

If a truck is goin down the hill that fast theres something wrong and no matter whats in its way its gona be gone..Going down a hill? I think it could, if it builds up momentum...
Cali is said to have a lot of hills(Ie the ones that you get air on when you go down quick...)
Okay, glad you heeded advice, and didnt take it too personally..(I seem always to rub people the wrong way when I get down to brass tacks.)
If you are wanting to do a project, and dont need it to be off road, but maybe just a non motorized down hill kart(Cali has from my understanding some nice hills), then perhaps try to do it out of wood. Contact your local Wood Workers Guild, as they maybe able to assist(the yearly fee for them is like $40) you in creating it from wood...
That is what previous generations did. But, one word of advice....Dont do it on a busy street... since it makes a mess(you getting hit by the Mac truck coming along at a buck ten)
Or you might even be able to do it on a less bumpy hill, if you
add a simple roll bar...
This would be more simple, and would be about a tenth of the
cost.... since wood is fairly cheap, and most people own a hammer and a saw...
