in your other thread, looking at the pictures, cutting that bit of steel off would remove some strength, but if it would remove enough strength to cause problems, i can't be sure. IIRC the stamped steel back plates bent commonly, that's why comet switched to the cast ones.
before you go cutting stuff, try to install all the parts of the tc or anything near it (exuahst, pulley to go on js, etc). i'm worried the belt might not allow enough clearance between the back plate and tc. maybe you should try mounting the back plate differently so the belt, or chain can fit through the spot the chain is supposed to. could you eliminate the js and flip the rear wheel around so you can run a chain right from the tc to the rear sprocket?
