A seller can say anything, that doesn't make it true...

In cases like this, the issue could be anything from a dead spark plug to a destroyed engine; unless you can pinpoint the issue in a matter of minutes, you need to take for granted that the engine is toast...

If you can verify that the engine has spark & compression, those are good signs & narrows the issue to fuel delivery; if there is no spark or compression, at that price, walk away or beat him right down on the price...

what should the compression be? he said it has spark, has set up for a while because of broken throttle cable.

You don't need an exact number, just stick your finger over the open spark plug hole & crank the engine; if the compression forces your finger off, it has compression...

Given that it's fitted with full size seats, I would think so but, the only way to know is to sit in it...

it's in the ballpark of other buggy prices, give or take on condition. have looked it up, new price around 1900.

You need to beat him up & haggle a little, that's just the way it's done
