Ok, I've seen it and heard it explained but I'm still confused as heck. The throttle lever on my ex17 is bolted down and will not rev, my thinking is to loosen this and it'll work?

The center bolt, it has a tab that won't let it move.

Yes, loosen that nut a little, till the arm moves freely......

Ok mckutzy, thank you, I'm pulling my hair out here brother.. Its a bone stock factory Subaru ex 17 5.7 motor, it has a lever that protrudes out the front of the motor, it slides, rather rotates on the throttle plate which is held by one nut with a bolt coming up from bottom, I loosened the nut and the lever whick controls throttle moves now but doesn't open the throttle on the carb, if I manually open the throttle on the carb, the governor takes over and throttles engine back down, I think, it may be the governor I was moving, basically what I want to do is hook the new throttle cable from the gas pedal to the motor to make it accelerate. I am dumbingthis down to help myself understand better because I have very little mechanical skills, lord knows I'm learning tho.. Trying my best anyway, it boggles my mind that I can't figure this out, I bought this go cart with a nice Briggs and Stratton motor and rebuilt the carb and bought a new gas tank but the carb must of been screwed up and I like to of lost my mind on Xmas morning hooking up a throttle xqvle to it, I ordered this motor because it specifically stated its designed and approved for the use on go karts with easy throttle hookup mechanism, well I guess they forgot to include the ease with mine, I'm out $600 for this cart and I'm at a loss where to hook this cable up, do I need a spring? A rod? A new bracket? A hammer? Lol. Thanks again and I'd truly appreciate you seeing me through this.

Ok, just to clarify, are you trying this with the engine running or not? With the engine not running, the throttle butterfly won't move because there is no direct link from the throttle control plate to the carb; the engine needs to be running so the governor can actuate the carb butterfly...

Bingo! Live and learn, than u sir, got it going today and its perfect.. I'd of never got it with the engine off, I was about to lose it.. Lol. Now I have another question, can I remove kill switch from motor and add wire and put it under steering wheel or will I have to buy a new one?

I suppose it's possible but, I'm not sure anyone has actually done it...

You can also disconnect the low oil sensor (yellow wire IIRC) & run a wire to a secondary switch

Ya, the Easiest way is the sensor relay wire, run a momentary inline to ground and mount it where you want. No splicing or other wiring.
