Subaru 6.5 HP Engine Help

Hey guys!
Ever since I bought my Manco Rattler back in June, it's been nothing but trouble. The most recent problem has been with its 6.5 horsepower Robin Subaru engine. It has no trouble starting, but I can't manage to keep it running. After starting it up, it develops a pretty heavy stutter. It'll begin to stall and then shoot right back up again, before again almost shutting off. However, as soon as I switch off the choke off the engine always dies unless I give it gas. Even after keeping it running for a while (15 minutes) it can't sustain itself without the choke.

Today I tried taking off the carburetor, but it was stuck on its guide rods and I could only manage to spray carb cleaner inside of it. The problem remained.

My question is, does this really sound like a carb issue, an if it does, how can I take it off? Please tell me if pictures would be helpful to you.

You have GOT to get the carb off and give it a good clean. Poke out all the holes with something. You cannot hope that carb cleaner and compressed air will clear the holes for you
