Starter trouble

Can you guys help a rookie out? I just bought a Manco Dingo last weekend. It has a 6.0hp Tecumseh with electric start. When I turn the key, I hear a click like maybe the Bendix gear is hitting the flywheel but nothing turns. I can turn the engine by hand so I know it's not locked up. What's my first move?

It's a brand new battery with full charge. (I should have mentioned that in my first post)
