Thanks everyone for your help. Got the oil sensor eliminated, and did a bit more work on it this morning and picked up 2 mph GPS. Next step is getting rid of the governor.

i have had the same issue before my issue was that the gas would slosh around when it was low and air would be sucked in the pickup and it would stall this was fixed by never letting the gas get to low in the tank. the other solution you can use is a tank that has foam in it so the gas doesn't slosh.
