After looking over your plans again, and assuming you intend to use square tube, I'd say 1 1/4 x .100 will be quite sufficient. Your plans call for round tube, at 1 1/8 x .083. I can tell you firsthand that 1 1/4 x .100 will indeed be stiff enough. I built my kids' frame out of it, a basic ladder design with no cage or triangulation, and it's very rigid, no worries. It will be a bit heavier than spec, but with a CVT and appropriate gearing, I don't think it will be an issue. You probably could get away with a thinner wall, but whether it will be stiff enough is anybody's guess. I would risk thinner, but that's up to you.
EDIT- Should mention that larger but thinner is better, and if you're careful about it, it will end up weighing less in the end.
