This is intersting. I have the same problem with a baja warrior. I thought it was the sprocket but I watched it closely and the position of the sprocket has no bearing on when the chain goes tight or loosens.

I know my jackshaft is straight, and the rim and the welded on tube thing on the wheel are straight too. Maybe my chain just needs to be replaced it is old.

I'm believing as the pooboy says, it's probably not the whole problem. I'm thinking something else may be wacked as well. There really isn't a whole lot though that could cause a chain to tighten up then loosen while the wheel rotates.
If it turns out something is wonky with the sprocket, I have another to use. The only other thing I can think of would be a horribly bent jack shaft.

Which it isn't.

Photos please, or I'm going to have to insist that you ask the sprocket what's wrong and then hand him your keyboard.

Take your chain and lay it stretched out flat. Then curve it to the left and right. A wore out chain will make a tighter radius than a newer one will. It's a generic way to tell. The pins wear out and the amount adds up quickly.

I believe I have found my problem.
There might be a slight bend in the sprocket shaft on the wheel.
I think the PO, elephant girl, might have tried jumping a school bus.
I put on a new chain, and the tightening problem still exists. Grrrrrr
