In your case with the 16" get a 72.
The weight is fine.
Lastly make sure your throttle is opening fully.

By the fact that he says a 16" tall tire, leads me to believe that this kart was meant for grass, dirt fields, trails, ect..... You are probably better off with an 80 tooth rear sprocket.
The thing is, that's a lot of tire.... And a cent clutch won't last long, unless you drive all mild and timid like. If you are stuck with using a cent clutch, then stay in the 8:1 - 9:1 range, with the latter being more clutch friendly.
I'd suggest switching to a torque converter drive, which would benefit you in more than a couple ways..... More low end grunt and then a higher top speed with a 10% overdrive......
