If they did use red Loctite, I have some advice. I had a run in with it this winter with snapped off bolts in a snowboard. My solution was to hand file a slot, with needle files, into the head of the broken bolt then get a soldering iron. Heat up the iron, and then place it on the bolt for about 5 minutes, maybe longer since this is larger and not so heat sensitive. This heat should soften the Loctite to a point where you can use a flat head screw driver to remove the bolt.
Good luck if it is Loctite'd in there in. Easy outs were a pain in my @$$ because they're high carbon, but very brittle, and I had one snap off inside a drilled out bolt. I had better luck with the heat application.
