We bought a older kart in great condition except the rear brake was broken,I'd like to up grade the tires and wheels to include hydraulic brakes on all 4 , so I'll be asking some questions as to what parts are required.

If you have a live axle you only need one brake for the rear

Adding to the fronts is going to involve a lot more work and money. Get the rear working first and see how it suits you before you dive in.
