Should Mechanical Disc Brakes

Hey guys. This is my first post. I have gotten a live axle kit for my go kart project and I can't seem to figure out how these mechanical brake calipers are supposed to work.

It seems to me like the pad that is able to move is too loose and would be resting on the rotor most of the time when you are driving. I've tried adjusting the preload screw on the back of it but it still seems like if the lever arm slips on that shaft then it's useless. I feel like this is something that may resolve itself when it's installed but It still worries me.

Is this how it's supposed to be or am I missing some crucial setup information? I feel like there needs to be some kind of spacer in the red square in one of the pictures I attached. Ah so the cable/rod will keep the lever arm centered? Do I need to worry about the brake pad resting on the rotor or is that usually not an issue?
