Should the pins and flyweights rotate by hand?

The pins aren't even touching the sides.

pins should push out against the side, i cannot rotate mine

It should be snug, I can rotate the weight pack inside of the clutch if I try on nearly any of these clutches.

How much force does it take to rotate a proper one? I can rotate mine somewhat easy. I'm wondering if it's why the kart tries to engage regardless of how low the idle is and why it doesn't have any low end torque.
