Old Honda ATCs rule! And for FREE?!?! Hang on to it!
Basically, pulling it apart, cleaning/lubing the parts, and putting it back together will solve 90% of your problems. Get a new copy carb from Ebay for $35, an inline fuel-filter from a Walmart, and some slime for the tires. A person has to really try to kill one of these motors, so you pretty much should have a runner.

get some of that penetrating catalyst, spray it onto cylander thru spark plug hole, let it sit for a bit, and slowly try to spin crank with a wrench, dont kick the starter

Instead of doing that through the spark plug whole I would take the head off and have a good look at the piston. Then spray it down.
