Robin ex17 help!

Hello, recently I purchased a American power sport works. Go kart with a Robin EX 17 used on marketplace. I purchased it for my son’s birthday for something for us to build and get running together!
Well we got it all built and running but I can’t get it to stop bouncing off governor. It has all the springs from what I can tell but the throttle cable was missing. I hooked it up from what info I could find online and it can’t be right. Please any info would help.

If what you have is when the engine is at idle I think you have the throttle cable and return springs pulling the wrong way.

I’m at a loss. It just surges off the rev limiter. I can reach back and push the governor rod and it will run like it’s supposed to. Something has to be mixed up but I can’t find any good diagrams
