Okay, on todays lawnmower setups, no. The belt would probably slip first. To answer your second question, you would need to get a 1" Clutch for the engine, then line up the chains perfectly(which is nearly impossible from the bottom of the mower because you cant get a good enough view). You would need to do a lot of measuring and guessing to get exactly where you need your sprockets.
If you are just trying to make the mower go faster, I suggest a power-boost line hooked up the governor and a smaller transaxle pulley. By a power-boost line, I simply mean a string hooked up the governor to where you can pull the string and pull the governor back.
