I'm wondering if a restrictor plate will shift the torque curve of a motor vs it's unrestricted curve. In particular a 4 hp gx120 honda with .500 plate  Trying to figure spring combo for 11 tooth Noram clutch to a 69 tooth gear with 12.1" dia slicks.

Can you explain what a restrictor plate is? Are you talking about the governor?

Naw- a restrictor plate is a plate that installs between the carb and manifold (or head) with a predetermined size orifice in it. It literally restricts the flow of A/F mix into the engine, and is used to help level the playing field and/or limit maximum speed in racing.

Regarding the original question, I can only guess- And I don't have enough to guess with. What all has been done to the engine?

Aaaah. I know it as a carb insulator.

Logically speaking, based on the old addage "the better an engine breathes, the better it will run", you would think that, yes, a restrictor plate would drop the torque curve as the amount of fuel is decreased...

Sorry I didn't elaborate more, it is a steel plate used to restrict air/ fuel flow and is in addition to the insulator plate. rules allow one additional gasket to seal both sides of plate,The motor is all stock per rules. Governor and oil sensor are removed. Timing and air box stock no ram assist allowed. Last race last year we were tore down and passed, I reassembled the motor without plate, it cut 1/10 of a second off this time per lap, using a few different lines. Using a different motor we experimented with other external illegal tweeks and fuels, most made no difference, some took us backwards in time. The Honda 4 hp GX120 with QX in code comes optimized. With regards to Fabormans comment "the better an engine breathes, the better it will run", is true but removing the governor will increase max rpm/ top speed, if you are geared to get there in a given straightaway distance. Adding the restrictor plate, I believe effects the acceleration, (? same as torque?) allot more than top speed would be reduced in a straight line. We gear the cart 11/69 and have a second 67 gear co mounted for long runs starting in front. That was on pavement. The only clutch rule in enclosed face clutch capable of idle, that is the only grey area to explore. I therefor blue printed/ optimizes my shoes and drum and set them to lock up fast, bottom left pict.
http://www.out2win.com/catalog/spring_chart.html#1 I have the stock large red/red in it , more springs in the mail. The center of the net torque curve stock is approx 3000, or 2750 depending on where you look. Once iI have the springs I'll put a scale against a wall and push it with the car to see highest pounds and that should be best for restarts.( locked up at optimum torque) probably shift it ahead a little. I'm just wondering what would the graph look like for a restricted curve. I know it won't rise, I wonder if it will flatten or be more narrow across the rpm range? It is a tuff question I know, But any info/thoughts are appreciated.

We anticipate multiple restarts per race and will restart exiting turn 4 this season, as in this vid he runs tight and low.

Got my answer, about 50 laps in he sheared the keyway thru the gear hub on the rear axle. Split it into 3 pieces  It was only about 500 laps old, and weakest link in the drive train. swapping Al to steel hub should do it.
