Respraying an old frame?

I'm looking at a used mini bike frame with some pretty scratched paint. Should I just respray it with a can of semigloss or is there something I should do first? Thanks!

try to remove all the previous paint, sand it down and if you can buy a rust proofing eg galve spray as it will also act as a primer. Then just spray away.
