I recently picked this up for $100 (w/brand new Predator 212!).

Has anyone moved the stock Predator tank up under the steering column? I intend to do the basic upgrades (intake/exhaust/carb jet) but the tank hits the seat and needs to be moved (I know I would need to install a plate and pump).

Also, does anyone know what this frame is?

You could, if you built a bracket to hold it securely.
IIRC, it bolts to the motor with 2 bolts on 1 side and 1 on the other.
You're gonna need that plate and pump anyway, why not just get a floor tank?
It'll look a lot cleaner.

What is the top plate for??? Just to mount the pump.... Or is there a structural reason for the addition, in leu of the tank???

Now that I think about it, you're right..don't have to have the plate just to mount the pump, you can mount it on the shroud.
I got a plate like the one below because it had the arm and cable attachment for the throttle linkage attached and I liked the way it looked but no, you don't absolutely need it.

Does your existing cable run all the way from the pedal to the carb, or is there a rod attached to the pedal and a cable that hooks to that along the frame rail (which is what it looks like in your photo)?
If that's the case, you'll need a cable that is bare on one end ( it'll go through and be snugged by the compression fitting on the plate) and goes into the attachment on the carb and tighten with a set screw) and either has a "barrel" or "slide" end on the other.
You should be able to tell what end you need by the connector or your old cable.
That end will go into the connection on the rod behind the spring.
You'll need to get a good measurement before you buy.
If the one you have is the right length, that's what you need.
Anyplace that sells kart parts should have what you want.
