It depends what was done to remove the governor. If the governor hole was tapped and a bolt used to close it, then you are probably out of luck. The PO might have just bypassed it though and left all the internals intact (not usually a good idea though). If so then you could maybe reinstall again

Yeah...... "ovenernor" re-installation is not even the problem or solution. Re- gear it. Pics of the whole kart, tooth counts,....ect...
