Low end torque is your friend what ever the engine, lower cfm required, this will get you out of the corner quicker. Generally a larger cc engine will have better power lower down, just look at the power curves from Honda on their engines, remember I'm talking about a standard sealed engine, NOT modified. limiting the carb has minimal effect low down in the revs.

There are a few classes in the UK, All engines are sealed, not saying any cheating is going on but the organisers are very strict and knowledgeable, the engine builder is usually at track for championships, they can inspect any engine for possible tampering. I don't have a clue about American classes, but it seems to be a real nightmare.
