HA! its rusted on!!!!!!!!

there should be a set screw. i had this problem on a tecumseh H60.

take out the set screw and i hammered out the key. then when the key was halfway out i cut it with a hack saw. then i hammered the rest out and the pulley came right off.

i had the exact same problem with that same engine. No use to try to pull it off. I was so frustrated i just took an angle grinder and cut little sections off at a time and it finally came off though!

I'd loosen/remove all the set screws and/or retaining bolt.
Spray or drip some type of oil, penetrating oil or tranny fluid down in-between the pulley and shaft and let it soak awhile if necessary.
Then use 3 jaw puller like this:

(if the end of your crank has a threaded hole, screw a bolt in first it so the puller doesn't damage the threads)

I cut mine off. Be really careful though, I damaged my engines shaft doing it. Then what I did was start the engine and got some fine grit sandpaper and removed most of the rust until it was the correct size.
