quick question speed

my mini chopper is kind of long like 4.5 feet and my engine is only 3 horsepower with 5.4545 gear ratio and the bike is very light but heres my question my back tire is only going to be 10 inches and 3.5 inches wide will this dramatically decrease the speed

the smaller the wheel and tire the slower

but as aposed to a 11 or 12 inch wheel it shouldnt change the speed too much

With the bigger wheel you'll lose torque... but have a faster top speed... If you really want to go faster, gear it lower. Take in mind that it might burn the clutch up faster though!
