Quick question about rim widths

so i was wondering if this rim:

would be able to hold this tire:

The rims originally had 15x600-6 tires on them, and the new tires i got are 13x5-6.

would this work?

Some one said in the review for the tire at harbor freight that they put the tire on 6 inch rims so im guessin itll fit

Well they are both 6" rims, but can i run a tire that is narrower than the rim by 1"?
