Questions about tires, 13"?

Running a commercial kart. They list them at 516 lbs. Currently running the 12 x 4.00 x 5 commercial slicks. These things are hard as a brick. With zero air pressure in them, I cannot get them to even bulge. Have made several laps in the grass with no air in them, they are brutal. Looking for something close in size, like 13" tall that will handle the weight but maybe have a little give to them. Anything taller than these will need clearancing to fit. Yes, this is not what they are made for but they are what I have. The karts will be run on tightly mowed grass, they go fine with the slicks just looking for a little give.

p.s. This is the old man kart, the other one still has it's GX200 and goes just fine. This one is quicker but not as fast.

Those are definitely indoor/smooth pave circuit tires which is only confirmed by the bump rail... but those tires look like they were pulled off a pallet jack
