Yes, but overrevving could result in permanent and dangerous damage....

Flywheel coming apart
Throwing rod
Floating Valves
Crankshaft cracking
Blowing of gaskets
Rapid consumption of oil resulting in the 2nd listed ... thing.

yea i have one 5hp B&S and i took the govenor off it and it has some trouble idleing and it takes some work to get it started and the only way it idles is if the idle adjustment screw is all the way in but it runs fine once it warms up a litlle.........but i got a new cart and on the first pull it starts right up and idles forever......i want to know if it would work
another question is the new one i have has an high speed adjustment screw and i really dont know what it does.....any help is appretiated

Taking off the governor should NOT effect starting the engine, ect...

Recently, I decided to rebuild my GX110 (GENUINE 3.5HP Honda) that sat for exactly 2 years. New rings, wrist pin, governor removed, GX160 carburetor and air filter adapter.

2nd pull she started up.

Dunno about high speed adjustment screw however :(
