pull start question

i recently got a single seater with a briggs and straton 5hp motor for free. the only thing i have to is put a new pull start cord on it. so i took the old pull start off, and put a new cord on it. but when i put the pull start on the housing and bolt everything down, i cant pull the pull cord up. if the pull start is off the housing it functions properly, i can also turn the thing that the pull start is suppose to turn. just when i get it all together, it doesn't work anymore. any solutions would be great.

Look for anything binding, slowly tighten the bolts.

Lol make sure the engine itself is not seized up.

motor is not seized all parts are moving, just when i put together they dont, i think there is some binding somewhere i just dont know where

Is it the original blower housing and pulling mechanism? Does it use a starter cup or starter ratchet? Try tightening the bolts up most of the way but not all of the way and see if the rope pulls. Also will the rope pull when you set the cover against the motor without bolts?
