If you haven't removed the gov completely... Don't bypass it... That will lead to a catostrofic failure of the motor...

As for one whelk drive... I don't get how it moved with peddal power if it isn't a live axle??

Pedals spun a dual-sprocket hub attached to the frame, which acted as a coaster-brake freewheel, which then connected to the sprocket on the axle (which is fixed itself). So you could pedal forward, coast, coaster brake by pedaling backwards. Axle bolts to the right drive wheel with a square taper interface (if axle moves, wheel moves), and left wheel spins independently of the axle.

I have an rpm gauge, if I keep it under 3600rpm do I still need to reconnect the governor? I'm only asking because the governor lever is completely disconnected from the throttle right now. I don't know how I could connect it since the original throttle body is off, and my throttle now looks like the pic I posted =/. I don't wanna damage the engine, is there a way I can connect the governor to my current throttle setup? I can provide pictures if needed, thanks!

But
You Do not want to Bypass the Governor like that.
The gov attaches to a plastic gear inside the motor, and itWILL fly apart at RPMS over 3600, Then those parts will Destroy the engine.
You need to open up the engine and fully remove the Governor! No Exceptions.
and NO this is not causing your current issue.

So Yes the Tach should help. IF you are Diligent.

I'll check out the TC while the engine is running, I also feel like that's what it has to be. Maybe I over tightened the driver pulley causing engagement at 0rpm? Because I'm pretty sure I assembled it in the right order. Maybe they sent a belt that's too small for the pulley distance?

As for the governor, I'm all for removing it the right way. Thank you for the walkthrough! I'd like to get it to a friend's garage to do it. Would it be safe to ride it for a bit until then as long as I make sure to stay under 3.6k? 3600rpm would put me at 26mph (10 driven to 36 jack in, 12 jack out to 36 on the axle, 26.1" wheels). I doubt this thing will be very stable so I'm ok with holding under 3400k at all times, so staying under 24mph. I would definitely have to be diligent about the 3.4k limit when I'm accelerating to speed.

During my short elevated test run I had the governor lever taped in place to the all the way back position (towards the air filter). Which position should it be in?
