Still trying to find out why an almost new 212 won’t accelerate. It starts first pull and idles perfectly, yet when I press gas pedal or pull on the throttle cable or move the throttle arm it just keeps idling. The only way to rev it is manually move the butterfly or manually move the gov arm. What would cause this?

Moving the throttle lever back and forth (which is actually the governor control) as you are doing in the video, should move the rod that is attached to the carburetor. Something seems way off here.

Yes I know it should move, what could cause it not to? Something is way off, but what? Maybe someone could post a pic of their throttle setup that maybe I could compare it to. I even went to harbor freight and looked at display models and it appears mine is the same.

Just to go over the basics.

The 10mm nut circled in yellow should be loose enough to let the plate swivel. I see you have a spring over there. Is this connected to the green circled bar?

The cable will pull the plate, in green, which is connected to the governor arm in red. This will then move via a solid link to the butterfly circled in blue.

Your throttle cable from the pedal should also move this green labeled plate. If not then you need to adjust your cable.
Both ends of the cable sheath need to be clamped to something solid. Maybe some pics of your pedal side.

In your pics, or at least this one....
Things look normal.

The nut ls loose, the spring was to make sure the throttle lever returned all the way, I have since removed it. The throttle cable does move the plate. Both ends of the cable are clamped and move the plate when the pedal is pushed. How should the plate be connected to the gov arm?
