Loosen the carb nuts and pull it away from the engine. The long rod from the governor arm pops into a groove on the top of the butterfly. Turn the butterfly until the groove on top is parallel to the rod then snap it into the groove. There is a long, thin spring that runs from the governor arm to the tiny hole in the butterfly next to the long rod. Put the end of the thin spring in that hole. There should be another spring that runs from the governor arm to under the throttle lever. Connect that spring and make sure there's a return spring on top of the throttle plate robust enough to pull the throttle lever back to idle.
