Predator 212 Rpm issue

I just finished building a 212cc predator with a Mod 4 cam, 26lb springs, 10k flywheel, billet rod+.20, flat top piston and is running a nibbi 24mm round slide carb. It will start and idle perfectly fine but won’t rev past 3700 rpm on the tachometer. What could cause this problem?
Don’t know if this matters or not but is a non hemi aswell

I doubt it would limit the rpm, but what thickness head gasket are you running? As asked by bob58o in the post above, do you still have the stock exhaust system in place? Did you install an advanced key when you put the flywheel on? That engine should rev to twice that, although it's not a good idea to do it without some kind of load on the engine.
