Predator 212 issues

I have a Predator 212 minibike equipped with a 30 series Torque Converter, and the governor has been removed. It’s a non-Hemi model.

**Issue:** The tires spring forward aggressively at startup. The only way to keep it stationary is to apply both brakes, which causes the belt and driver to smoke.

**Troubleshooting I've performed:**

- Replaced the throttle cable
- Replaced the carburetor (including the springs)
- Replaced the torque converter
- Sealed leaks around the carburetor and exhaust
- Changed the garter springs
- Replaced the spark plug
- Adjusted the carburetor jetting
- Set the idle to its lowest settings

With the engine off, the throttle goes wide open. When the engine starts, the governor takes over and lowers the engine speed. Since you have no governor you'll need to add a hefty return spring to close the butterfly at start up to keep the engine from running away when it starts.
