Predator 212 governor adjustment for speed limiting...........

This came up in a "Gokarts Discussion" post where we talked about limiting max speed for a little kid on a gokart build.
It occurred to me that very often we use the engine's throttle limiting screw (with the spring around it) to limit how fast a kid can go, but that of course it also limits how much power you can give it to accelerate. Fine if you want to limit that as well, but.................
If the governor were reliably adjusted somehow from 3600 rpm down to let's say 2300 rpm, there would still be full power available when you floor it from zero all the way up to the limiting range of 2300 rpm.
Speed would level off at however fast the 2300 rpm translates to mph through your gear ratio, and you had full throttle to get there.
Anybody have a way to adjust the governor that does not include stretching out any of the springs? Seems to me that it's the spring tension, twisting on the little shaft that comes up through the top of the case, that holds tension (down through the internal linkage) against the centrifugal "wings" nested in the governor gear. Seems like less spring tension would lower the rpm range........... Doesn't it?
