I just picked up a brand new predator 212 and it only starts when the choke is on. I switch it to run once its on and it runs good, but I feel like it should be able to start without the choke. Any ideas?

Why do you think it has a choke in the first place? It's working like it's supposed to work.

Cold is relative. My mower has to be choked every time. When it gets warm enough here, my weedeater does not, even from a cold start.

I have a new 212cc hemi and live in Arizona, I still need to choke it even though it's 90 degrees out.

Cold in this setting means the engine has not been run/running recently, as in it's the first time you start it that day. You can have a cold engine on a 100 degree afternoon that needs the choke to start it
