power problems

I just finished my 8hp kart and i was having trouble getting it to run the best.
It works fine on a road without and hills but it is having trouble in grass. If it is moving, I can keep it moving in grass, but if I stop it won't start moving again.
help needed

there is a 10 tooth centrifical clutch and a 54 tooth sprocket on the axle. I think this gearing is off so any help on what to do would be great.

This is one of the reason's many off-road carts use a torque converter. Trying to get a cart moving with low HP and high drag (grass/dirt/sand), requires a lower gear to provide more torque to the wheels.
