it looks like he may of cut the frame and made it longer to fit him and that is why the steering wheel is so far foward

You can say that with certainty from that little pic? I can't wait to show you what I'm doing to my boat trailer. You'll swear it's factory built!!!

It is possible that it was just designed with those (odd) proportions.

The seat is adjustable in this one, so you can move it as far away from the wheel as you want!!! hahahahaha
