Sounds like you could do it, although keep in mind your missing A LOT of the small things ($3 here and there adds up quick!). Keep in mind those car wheels might be too big/heavy and would reduce performance.
Like I said, most important thing is planning. I suggest you keep things as simple as possible, lots of 90* angles, simplest suspension designs, and transmission. Once you have some good research and plans together I will be happy to help you with steering, suspension, and frame design
