You bolt them on, and you can put them whichever way you want. If you bolt through the tube it will make it weaker. You can put them on the bottom or top of the tube, depending on how high you want your frame off of the ground.

Make sure you have clearance from the housing when using those collars.
Some are big and contact the housing when spinning(if they are machined slightly eccentric) and at an angle(these are self aligning).

In fact one could put 2 collars if there isnt an eccentric collar or setscrews on the inner race .

You shouldn't need locking collars, those bearings have collars built in; I have two karts that use nothing but the bearing collar & I've never had a problem...

Thanks I was meaning if the locking collar should be facing the tire or the other way

Fab is correct; you don't need the split collars, your bearings have set screws already. I wouldn't throw the collars away though; they can be extremely handy when you least expect it...

Which way you would like the bearings is up to you; you appear to have sealed bearings, with no grease zerks.....

I will say they arent a bad thing. I had a key walk out on my bike and luckily my brake rotor hub temporary welded itself to the shaft or I wouldnt have stopped. I thought the setscrews were tight but they werent, even if they were in my case they would have been kept by the collar.
Now both sides are collared and real tight on the setscrews, including the axle bearings.
