I removed the govener before on my 196cc honda clone mini bike so hopefully it will be easier this time around. also, how much more RPM could I expect?

can I run a jackshaft so that the sprocket won't catch on the ground? will this work: clutch 10T,
J/S in 28T, J/S out 13T, axle 32T?
