I am taking a razor dune buggy, and putting a snow blower engine on it and I have encountered a huge problem. The Clutch. The snow blower has a 3/4 in crankshaft, and the kart uses a #25 chain, is there such a centrifugal clutch in existence?

I don't think so. You'll probably have to change the sprocket on the buggy. Isn't the snow blower engine a little big for that kart?

use a jackshaft thay make a #25 sprocket that will fit on a 5/8 jacksaft.
Do NOT use a #25 chain or sprocket. You are asking for trouble. I would not even recommend a #25 for a 3HP engine
A #35 will be all you need for a 3HP engine. Anything smaller like a #25 will be potentially too weak (never mind the headache of matching sprockets), and a #40 will be overkill
