Yes it’s a live axle. To replace the bearing you will have to remove the wheel, sand all of the rust off the axle. Remove the two bolts holding the bearing retainer bracket. There may be a set screw in your bearing, usually an Allen set screw. Try to slide the bearing off the axle. Once that effort fails, sand more and eventually you will probably have to cut the bearing off with a grinder. Your axle looks very rusted. Almost impossible to get the bearing off unless you totally sand the rust off. Keep your axle coated in light or heavy oil to prevent it from rusting. I would drop the whole axle if it were mine.
