No clue on this connection

This is a dongfang 200. Got it free from a buddy, just needed a few parts. This particular wire under the gauge cluster is constantly hot yet no clue where it's supposed to go. I don't see any other place it could connect. Any ideas? I can't get power to the starter without jumping the solenoid but that's been replaced with a good functioning one. If it works as it should, who cares?

What did the buddy say when you asked him about the dangling wire?

He had no clue. Was asking because I was having ignition issues but have since figured it out. Turns out had a bad ground and relay. Now starts and runs...although still a dangling wire. Wish I knew where it went.

Cover it with something so it can't flop around and short out. Then if it's running properly, forget about it. I mean you got the thing for free ( best kind to get ) so how much you gonna worry about it.

When I turn the key this clicks but if I touch a screwdriver to the bots on the relay it starts?
