What if I were to use a torque converter? What speeds would I reach then?
A 30 series with a 12t would get you to about 25 mph, but it would accelerate faster.
This is what happens when you just arbitrarily order parts without doing the research or even waiting for a reply to your question. Like the belt clutch... I said you need to make sure the cog pitch matches your existing components.
With a TAV2, you could probably run a 40t axle sprocket. It would get you in the range of 40mph, but the engine might not have the power to actually do it, and the acceleration wouldnt be great. I have a kart with a 6.5 Briggs with a TAV2, ungoverned, exhaust, and jet, and it will do 40 flat out, but it takes time to get there and the acceleration is a bit boring. 40 is absolutely all that motor can muster.

The better solution would be to stick with your 58 tooth axle sprocket and the 12 tooth clutch, and do some engine modifications to get the extra revs to bring the top speed up.
